SB 876 Summary

• Changes Child Care Facilities Revolving Fund to provide loans (instead of direct funding) for renovation/repair of child care facilities, with repayment required within 10 years and all revenue deposited back into the fund.

• Updates regional market rate ceilings for CalWORKs child care services effective January 1, 2015, to use the greater of either the 2009 survey reduced by 10.11% or the 2005 survey baseline.

• Modifies independent study attendance calculations to reduce average daily attendance by statewide absence rates for any school district claiming more than 10% of total ADA through independent study courses.

• Expands California Career Pathways Trust grant eligibility to include regional occupational centers or programs operated as joint powers authorities.

• Requires University of California to report capital expenditure plans to legislative budget committees and subcommittees (instead of Joint Legislative Budget Committee) and authorizes UC Regents to post project bid notices electronically on university websites.
