Requires IHSS provider orientation to include federal and state requirements regarding minimum wage, overtime pay, paid travel time, and wait time in addition to existing topics.

Mandates that beginning April 1, 2015, all provider orientations must be conducted onsite with in-person attendance after applicants complete the IHSS provider enrollment application.

Requires oral presentations and written materials at orientations to be translated into all IHSS threshold languages in the county.

Permits representatives of recognized employee organizations to make presentations of up to 30 minutes at provider orientations with at least the same level of access they had as of September 1, 2014.

Appropriates $1,000 from the General Fund to the State Department of Social Services for implementation and establishes reimbursement procedures for state-mandated local program costs.
