Extends the deadline for Fresno County to meet maintenance of effort requirements for streets and roads funding from the Transportation Investment Fund until June 30, 2020, provided the county expends at least $5.5 million on specialty medical services through federally qualified health clinics for indigent individuals.

Limits Fresno County's total obligation to $5.5 million for the medical services described in the bill, preventing requirements to spend more than that amount.

Appropriates $1,000 from the General Fund to the Department of Transportation for administrative purposes.

Declares the bill takes effect immediately as a budget-related appropriation measure under the California Constitution.
