• Requires due process protections for inmates facing security threat group validation, including written notice, a hearing, staff assistance, and independent evaluation of confidential informants.

• Establishes a Step Down Program for inmates in Security Housing Units due to gang validation, with the goal of returning them to general population as rapidly as possible through evidence-based programming.

• Mandates the Office of the Inspector General to review security threat group validations completed after July 1, 2015 where confidential information was used, and issue reports to the Legislature biennially beginning January 1, 2017.

• Provides inmates in Security Housing Units and Psychiatric Services Units access to educational programming, radio or television, and behavior-driven incentives such as additional phone calls and personal property packages.

• Requires the Department of Corrections and Rehabilitation to employ two ombudsmen as offender resource specialists and permits regulations allowing specified inmates to earn sentence reduction credits during segregated confinement.
