• Requires ALPR operators to implement reasonable security procedures, maintain usage and privacy policies, and comply with all applicable statutory and constitutional requirements for license plate data collection and storage.

• Prohibits ALPR operators from collecting license plate data when a license plate number is not in public view.

• Requires ALPR operators to maintain records of all access to collected data, including the date, time, person accessing the data, and purpose for access.

• Includes ALPR data (when combined with an individual's name and not encrypted) in the definition of "personal information" triggering security breach notification requirements under existing law.

• Authorizes individuals harmed by violations to bring civil lawsuits for actual damages (minimum $2,500), punitive damages, attorney's fees, and injunctive relief.
