Requires the Instructional Quality Commission to integrate civics learning content and skills at all grade levels when revising the history-social science framework, and to receive input from civics education experts.

Mandates that voter education information be included in high school American government and civics curriculum, covering voter registration, absentee ballots, polling places, and voter information resources.

Requires specific historical documents (Declaration of Independence, U.S. Constitution, Federalist Papers, Emancipation Proclamation, Gettysburg Address, and George Washington's Farewell Address) be incorporated into the framework.

Directs the State Board of Education to consider incorporating the College, Career, and Civic Life (C3) Framework for Social Studies State Standards into history-social science content standards when next revised after January 1, 2015.

Requires adult education classes and courses in basic skills and English as a second language to include instruction on federal, state, and local government, the three branches of government, civic engagement, and voter registration.
