Repeals the "Maximum Family Grant" rule that previously prevented increased aid payments for children born to families already receiving CalWORKs assistance for 10 months prior to the child's birth

Prohibits denial of aid or increases in maximum aid payments for any child born into a family receiving CalWORKs assistance, effective January 1, 2015

Prohibits conditioning CalWORKs eligibility on applicants' or recipients' disclosure of information regarding rape, incest, or contraception use, or on their use of contraception

Specifies that no increased benefit payments are owed for any month prior to January 1, 2015, as a result of these changes

Declares no state appropriation is made for this act, but requires state reimbursement to local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs
