Adds Section 1297.18 to the Code of Civil Procedure to allow parties in arbitration or conciliation proceedings for international commercial disputes to appear in person or be represented or assisted by any person of their choice, without requiring the representative to be a licensed attorney in California.

Expresses legislative intent that statutes governing arbitration and conciliation of international commercial disputes be broadly construed to promote California as a major center for international commercial arbitration.

Repeals Article 2 (commencing with Section 1297.351) of Chapter 7 of Title 9.3 of Part 3 of the Code of Civil Procedure.

Declares that California's economy and concentration of global companies make it an ideal venue for international commercial arbitration, with substantial economic benefits at both state and municipal levels.
