Requires the State Air Resources Board to update vehicle retirement program guidelines by June 30, 2015, to include specific goals for retiring and replacing high-polluting passenger vehicles and light- and medium-duty trucks.

Mandates minimum voucher issuance targets: at least 15,000-20,000 retirement vouchers through the Consumer Assistance Program and 25,000-28,000 through the Enhanced Fleet Modernization Program for fiscal years 2014-15 and 2015-16, plus at least 1,000-2,000 replacement vouchers.

Increases compensation for low-income vehicle owners to at least $2,500 for replacement vehicles and authorizes additional increases based on vehicle age, emissions benefits, participation rates, and location in areas with poor air quality.

Requires the State Air Resources Board to study alternative financial assistance methods, dealership participation options, consumer protection measures for vehicle financing, minimum fuel efficiency standards (27 mpg for passenger vehicles, 23 mpg for trucks), and private party sales integration.

Mandates a public report by September 1, 2016, on whether retirement and replacement goals were met and describes plans to revise programs if goals were not achieved.
