Increases punishment for rape, sodomy, oral copulation, and sexual penetration against persons with mental disorders or developmental/physical disabilities from 3-6-8 years to 9-11-13 years (or 8-10-12 years for oral copulation/sexual penetration) when committed with force, violence, duress, menace, or fear of bodily injury and the perpetrator knows or reasonably should know of the disability.

Enhances penalties to 10-12-14 years for rape, sodomy, oral copulation, and sexual penetration committed in concert (with another person) against victims with mental disorders or developmental/physical disabilities when accompanied by force or fear of bodily injury and the perpetrator knows or reasonably should know of the disability.

Maintains existing 3-6-8 year punishment for non-forcible sexual offenses against persons with disabilities who cannot give legal consent, without requiring force, violence, duress, menace, or fear.

Removes provisions creating new "continuous sexual abuse of a disabled person" offense and related enhancements to Penal Code Section 667.61 (Jessica's Law sentencing provisions).

Specifies no state reimbursement is required as the amendments change penalties for existing crimes rather than creating entirely new offenses triggering local program costs.
