Increases California's minimum wage to $11 per hour on January 1, 2015, $12 per hour on January 1, 2016, and $13 per hour on January 1, 2017.

Establishes automatic annual minimum wage adjustments beginning January 1, 2018, calculated by multiplying the previous year's minimum wage by the inflation rate and rounding to the nearest five cents.

Uses the California Consumer Price Index for All Urban Consumers to determine the percentage rate of inflation, measured over the 12-month period ending August 31.

Prohibits the Industrial Welfare Commission from reducing the minimum wage or making adjustments when the previous year's average inflation was negative.

Allows local governments, tribal governments, and the Industrial Welfare Commission to set minimum wages higher than the state-calculated amount.
