CA SB939

Adds human trafficking (Section 236.1), pimping (Section 266h), and pandering (Section 266i) to offenses that can be prosecuted in any jurisdiction where at least one offense occurred across multiple counties, subject to a Section 954 hearing and written agreement from all affected district attorneys.

Requires prosecution to present written evidence at the Section 954 hearing that all district attorneys in counties with jurisdiction agree to venue; charged offenses lacking written agreement must be returned to the original jurisdiction.

Directs courts considering consolidation of multiple human trafficking charges involving same or multiple victims across jurisdictions to consider location and complexity of evidence, where majority of offenses occurred, defendant and victim rights, and convenience or hardship to victims and witnesses.

Repeals Section 784.8 of the Penal Code and reorganizes jurisdictional provisions for human trafficking, pimping, and pandering offenses.
