Division of Boating and Waterways must develop and issue vessel operator cards by January 1, 2018 to persons who pass an approved vessel operator examination.

Vessel operator card requirement applies to persons operating engine-propelled vessels in California waters on a phased schedule by age: persons 20 or younger starting January 1, 2018, expanding to all persons regardless of age by January 1, 2025.

Initial vessel operator card fee capped at $30, duplicate card fee capped at $10; fees deposited in newly established Vessel Operator Certification Account within Harbors and Watercraft Revolving Fund.

Up to $4,000,000 loan from Harbors and Watercraft Revolving Fund available to develop and establish the program, to be repaid from card fees within 8 years.

Violation is an infraction with fines of $100 for initial conviction, $250 for second conviction, and $500 for third or subsequent conviction; court must order completion of approved boating safety course.
