Amends Elections Code Section 13001 to require the state to pay expenses for special elections proclaimed by the Governor to fill vacancies in California state legislative offices (Senator or Assembly Member) or U.S. federal offices (Senator or House Member)

State funding applies to election expenses incurred between January 1, 2008 and December 31, 2014

Maintains existing requirement that counties pay for regular elections and cities pay for elections they call, except for the specified special elections noted above

Declares the bill an urgency statute effective immediately to relieve counties of unreimbursed special election costs during fiscal constraints
