Adds Section 11011.6 to the Government Code establishing special requirements for priority buyers of the Lanterman Developmental Center property in Pomona, Los Angeles County, which has been declared surplus state real property.

Requires local agencies or nonprofit affordable housing sponsors seeking to be priority buyers to demonstrate the property will be used for development of projects that create sustainable employment opportunities benefiting the area and region.

Prohibits the Lanterman Developmental Center property from being prezoned, zoned, or rezoned unless the Department of General Services requests or approves the rezoning.

Makes legislative findings that a special law is necessary for this property due to unique circumstances and the need to ensure zoning is consistent with long-term interests of the surrounding area and region.
