• Amends the governing body composition of the Orange County Sanitation District to exclude the City of Yorba Linda from regular city council representation.

• Adds one member of the Yorba Linda Water District's governing body to the Orange County Sanitation District's board of directors.

• Maintains existing representation from one member each of: city councils of other cities within the district, county board of supervisors, sanitary districts, and relevant public agencies.

• Requires a majority of all authorized board members present for any action and a majority vote to approve matters.

• Declares a special statute is necessary due to the transfer of sanitation duties from the City of Yorba Linda to the Yorba Linda Water District.
