Expands eligibility for state active duty to include retired or separated members of federal reserve components of any U.S. Armed Forces branch or federally recognized National Guard of any state or territory, if they maintain current State Military Reserve membership.

Requires service members already on state active duty who retire federally from the California National Guard to assess into the State Military Reserve to maintain continued state active duty eligibility.

Establishes that service members with six consecutive years of state active duty are eligible for career status and may remain until age 60, with annual renewal options permitted thereafter.

Sets mandatory retirement from state active duty at age 64 or when federal recognition of grade or rank is withdrawn, whichever occurs later.

Allows the Adjutant General to relieve service members from state active duty if their position is abolished, with the department required to make reasonable placement efforts in available qualified positions.
