Extends the statute of limitations tolling provisions for bribery crimes to include asking, receiving, or agreeing to receive bribes by public officials or employees, in addition to the existing coverage of accepting bribes.

Adds tolling provisions for the crime of giving or offering a bribe to a public official or public employee, allowing prosecution to commence upon discovery of the offense rather than from the date of commission.

Amends Penal Code Section 803 to include violations of Sections 67, 67.5, 85, 92, and 165, as well as Education Code Sections 35230 and 72530, in the crimes subject to discovery-based statute of limitations tolling.

Maintains the existing rule that the limitation period does not commence to run until discovery of the offense for all enumerated bribery-related crimes.
