Adds Section 801.7 to the Penal Code to establish that prosecution for conspiracy to commit a felony must begin within the same time period required for prosecuting the underlying felony.

Abrogates the prior court ruling in People v. Milstein (2012) 211 Cal.App.4th 1158 that required conspiracy prosecutions to commence within 3 years.

Clarifies that the statute of limitations period for conspiracy begins to run with the last overt act committed in furtherance of the conspiracy.

Applies a majority vote requirement for passage with no appropriation or fiscal committee review needed.
