Prohibits individuals from aiding or abetting public officers and employees in violating existing laws that ban financial interests in contracts made in their official capacity.

Prohibits individuals from aiding or abetting the Treasurer, Controller, county and city officers, and their deputies and clerks in purchasing or selling state, county, or city warrants, scrip, or other evidences of indebtedness.

Establishes penalties for willful aiding and abetting: fines up to $1,000, imprisonment in state prison, and permanent disqualification from holding any office in California.

Amends Government Code Sections 1090, 1093, and 1097 to add aiding and abetting prohibitions to existing conflict-of-interest restrictions for public officers and employees.
