Adds a new requirement that defendants sentenced to an aggregate term of imprisonment of 10 years or more must serve their sentence in state prison rather than county jail.

This requirement applies in addition to existing state prison requirements for defendants with prior serious or violent felonies, sex offender registration requirements, or aggravated white collar crime enhancements.

The bill establishes two versions of amended Penal Code Section 1170, with the first version effective immediately and the second becoming operative January 1, 2017.

Includes various provisions governing sentence recall and resentencing for terminally ill prisoners, juveniles sentenced to life without parole, and other circumstances.

Designated as an urgency statute effective immediately to protect public safety.
