Authorizes the Department of Managed Health Care (DMHC) to develop standardized methodologies for health care service plans to report compliance with timeliness of access standards, exempt from the Administrative Procedure Act until January 1, 2020.

Requires DMHC to annually review compliance information and post findings, waivers, and alternative standards on its website by December 1, 2015 and annually thereafter.

Mandates health care service plans to submit network adequacy data to DMHC including provider locations, specialties, hospital admitting privileges, patient assignments, and related grievances, with separate reporting for different product lines.

Requires DMHC to coordinate medical surveys of Medi-Cal managed care plans with the State Department of Health Care Services without delaying surveys or eliminating DMHC's obligation to conduct them.

Requires the State Department of Health Care Services to publicly report findings of finalized medical audits within 90 days of completion and share audit findings with DMHC, with preliminary findings exempt from California Public Records Act disclosure.
