Requires the Board of Governors to provide San Francisco Community College District with supplemental revenues for fiscal years 2014-15 and 2015-16 if the district is in imminent jeopardy of losing accreditation and the board has exercised specified authority.

For 2014-15, provides revenues equal to the full amount received in 2013-14; for 2015-16, provides at least 95 percent of 2013-14 revenues if FTES enrollment decreases.

Extends funding to 2016-17 fiscal year at 90 percent of 2013-14 revenues, but only if the Fiscal Crisis Management Assistance Team certifies by April 1, 2016 that the district meets specified fiscal benchmarks including effective controls, prudent policies, and adequate reserves.

Requires the Chancellor to submit detailed reports on accreditation status, enrollment, budget plans, and reserves to the Legislature, Governor, and fiscal agencies by April 15, 2015, with updates through April 2017.

Declares the bill an urgency statute taking effect immediately due to accreditation and fiscal challenges threatening student health and safety at San Francisco Community College District.
