Requires the State Lands Commission to negotiate with owners of Martins Beach property (APN: 066-330-230 and 066-330-240) in unincorporated San Mateo County to acquire a right-of-way or easement for public access to the shoreline and sandy beach

Authorizes the commission to use condemnation procedures to acquire the access route if negotiations fail or owners do not voluntarily provide public access by January 1, 2016

Mandates the commission to negotiate with local stakeholders, including nonprofit entities and local governments, regarding ongoing management and operation of any acquired property

Declares this to be special legislation applicable only to the Martins Beach property due to its unique circumstances, as permitted under the California Constitution
