CA SB971

Repeals numerous provisions establishing categorical education programs including programs for community-based English tutoring, teacher training, and class size reduction, allowing local educational agencies to use these funds for any local educational purpose.

Amends Section 17199.4 to expand mechanisms for school districts, charter schools, and county offices of education to pledge state funding for payments on bonds, credit enhancements, reserves, and other financing costs related to school facility projects.

Removes requirements and authorizations for various specific education programs across multiple Education Code sections and chapters related to school finance, facilities, and student services.

Amends school safety plan requirements to remove references to repealed categorical programs while maintaining core safety planning provisions including disaster procedures, discipline policies, and anti-discrimination measures.

Contains conforming changes, cross-reference corrections, and a provision making Section 9.5 operative only if both SB 971 and Assembly Bill 1979 are enacted before January 1, 2015, with SB 971 enacted last.
