• Added four new areas of expertise to the California Health Benefit Exchange board membership requirements: marketing of health insurance products, information technology system management, management information systems, and enrollment counseling assistance with priority to cultural and linguistic competency.

• Board members must now demonstrate expertise in at least two of ten listed areas (expanded from six), including the newly added expertise categories.

• Maintained existing board structure of five members (two appointed by Governor, one by Senate Committee on Rules, one by Speaker of Assembly, and Secretary of Health and Human Services as ex officio member).

• Retained all existing conflict-of-interest restrictions, compensation rules, and requirements for board diversity based on cultural, ethnic, and geographical representation.
