Authorizes narcotic treatment program medical directors to admit patients to narcotic maintenance or detoxification treatment at their discretion, replacing the previous 7-day waiting period requirement.

Requires narcotic treatment programs to assign a unique identifier to each patient and maintain individual records for all patients.

Expands eligibility for take-home doses to include patients whose daily clinic attendance conflicts with retirement or medical disability, in addition to existing employment and education reasons.

Authorizes narcotic treatment program medical directors to determine whether to dilute take-home doses provided to patients.

Requires the State Department of Health Care Services to maintain a system detecting multiple patient registrations across narcotic treatment programs.
