Extends medical exemptions from Medi-Cal managed care plan enrollment for beneficiaries who have received allogeneic bone marrow, blood stem cell, cord blood, or haploidentical transplantations by up to 12 months beyond the initial exemption period, if the treating physician determines continuity of care is medically necessary.

Requires the treating physician to assess the beneficiary's medical condition at the end of the extension period to determine if the condition has stabilized enough for safe transfer to a managed care plan physician without deleterious health effects.

Permits an additional 12-month extension if the beneficiary's condition remains insufficiently stable, with reassessment conducted at the end of that period.

Prohibits transition of beneficiaries meeting these criteria to Medi-Cal managed care plans until all appeals, fair hearings, litigation, and other redress processes have been exhausted.

Sunsets December 31, 2017, unless extended by later statute enacted before that date.
