Modifies the California Sea Otter Fund (existing until January 1, 2016) to allocate 50% of revenues to the Department of Fish and Wildlife for sea otter conservation, including investigation, prevention, and enforcement actions related to sea otter mortality

Allocates the other 50% of revenues to the State Coastal Conservancy for competitive grants and contracts to public agencies and nonprofits for research, protection, and programs related to the Federal Sea Otter Recovery Plan or nearshore ocean ecosystem improvement

Requires both the Department of Fish and Wildlife and State Coastal Conservancy to conduct public outreach activities encouraging taxpayers to contribute to the fund through voluntary tax return checkoffs

Authorizes the State Coastal Conservancy to solicit federal, private, and matching funds to leverage appropriated monies for maximum benefit to sea otters

Permits the State Coastal Conservancy to enter into interagency agreements with public agencies to implement these sea otter protection programs
