Authorizes the Fox Canyon Groundwater Management Agency to inspect extraction facilities within its boundaries for compliance and enforcement purposes.

Requires inspections to be conducted with the operator's consent or, if consent is refused, with a duly issued inspection warrant under Code of Civil Procedure Title 13.

Makes willful refusal of a lawfully authorized inspection warrant a misdemeanor offense.

Exempts the state from reimbursement obligations under California Constitution Article XIII B because costs result from creating new crime/infraction definitions or changing penalties.
