Establishes Legislative intent for the Department of Veterans Affairs to enter into memoranda of understanding with other state agencies to identify veterans receiving state services and benefits

Authorizes the Employment Development Department to display brochures, forms, and posters in field offices to inform veterans of available benefits and services, in consultation with the Department of Veterans Affairs

Requires the Employment Development Department to collect voluntarily completed forms from veterans and send them to the Department of Veterans Affairs on at least a quarterly basis

Requires the Employment Development Department to add a link on its Internet website directing users to the Department of Veterans Affairs website

Cites findings that only 11 percent of eligible California veterans participate in federal VA programs worth $3.1 billion annually, compared to higher participation rates in Texas and Florida
