Exempts homeowner associations that use recycled water for landscape irrigation from the prohibition on fining owners who reduce or eliminate watering during declared drought emergencies

Declares void and unenforceable any HOA governing document provision that requires pressure washing the exterior of homes or exclusive use common areas during a state or local drought emergency

Defines "pressure washing" as using high-pressure sprayers or hoses with potable water to remove paint, mold, grime, dust, mud, and dirt from buildings, vehicles, and concrete surfaces

Enacted as an urgency statute taking effect immediately upon signing on September 18, 2014, due to the Governor's declared state of emergency for drought conditions
