Allowed registered dietitians and qualified nutritional professionals with master's or higher degrees in clinical nutrition sciences to be reimbursed for services upon physician referral, subject to federal law limitations.

Specified that no state reimbursement is required for local agency costs as the bill creates new crimes and changes existing crime definitions under state-mandated local program provisions.
