Requires the Office of the Chancellor of the California Community Colleges and the Department of Social Services to establish clear guidelines identifying which student categories qualify for exemptions from the federal prohibition on CalFresh (food assistance) eligibility for half-time students.

Mandates community colleges provide documentation to students identified as qualifying for CalFresh exemptions at the time they develop an education plan and upon request.

Authorizes counties participating in the CalFresh Employment and Training program to enter into agreements with community colleges or California State University to establish employment and training programs financed with federal or federally matched funds for low-income students.

Allows the Board of Governors of the California Community Colleges and the State Department of Social Services to enter into an interagency agreement to establish employment and training programs for low-income CalFresh-eligible students.

Specifies that reimbursement for any state-mandated local costs shall be made pursuant to existing statutory reimbursement procedures if the Commission on State Mandates determines costs are mandated by the state.
