Acknowledges the significant contributions of Chinese Americans and Chinese immigrants to California's development, including building the Transcontinental Railroad and developing agriculture, fishing, and shipping industries.

Apologizes for discriminatory state laws and constitutional provisions enacted against Chinese living in California, including restrictions on property ownership, voting rights, marriage, education access, employment, and witness testimony.

Recognizes that Article XIX of the California Constitution, adopted in 1879 and targeting Chinese residents, remained in effect for 73 years until repeal in 1952.

Condemns local ordinances that targeted Chinese cultural practices and customs in San Francisco and other areas, designed to impose shame and humiliation on Chinese Americans and immigrants.

Reaffirms the Legislature's commitment to preserving the rights of all people and celebrating the contributions of immigrants to California and the nation.
