Urges the Superintendent of Public Instruction, University of California President, California State University Chancellor, and California Community Colleges Chancellor to promote awareness of recycled paper benefits among textbook procurement officials in their jurisdictions

Directs these education leaders to ensure procurement staff consider recycled paper benefits when purchasing textbooks for their respective institutions

Notes that modern milling techniques can produce textbook paper with over 80 percent recycled content while meeting national quality and durability standards

Emphasizes that 65.1 percent of paper consumed in the United States was recovered for recycling in 2012, and greater efforts should maximize use of recovered paper in new recycled products

Requires the Secretary of the Senate to transmit copies of this resolution to the designated education officials and the bill's author for distribution
