Declares the Legislature's commitment to work with the Tijuana River Valley Recovery Team to protect and preserve the Tijuana River Valley's ecological, recreational, cultural, and educational resources.

Expresses intent to encourage collaboration on protecting natural resources through improved management of sediment and trash, flood control, ecosystem management, and recreation and education programs.

Recognizes the Tijuana River Estuary as one of only two coastal estuaries in southern California resilient to climate change and the only coastal lagoon primarily under public ownership without road or railroad bisection.

Affirms the need for binational cooperation to address transboundary flows of trash, sediment, and pollutants originating from Mexico that threaten environmental health in the Tijuana River Valley.

Directs the Secretary of the Senate to transmit copies to the Secretary for Environmental Protection and the bill author for appropriate distribution.
