Acknowledges California's coastal economy contributes $96 billion annually and supports 80% of the state's 38 million residents living within 30 miles of the coastline.

Highlights the roles of three state agencies—San Francisco Bay Conservation and Development Commission, California Coastal Commission, and State Coastal Conservancy—in implementing coastal management programs and addressing climate change and sea level rise.

Affirms the state's responsibility to manage public trust in coastal and ocean ecosystems while balancing economic development with environmental protection and public recreation.
