Designates April 2014 as "California Month of Remembrance for the Armenian Genocide of 1915-1923," during which 1.5 million Armenian men, women, and children were killed by the Ottoman Turkish Empire.

Calls upon the U.S. Congress and President to formally and consistently recognize the Armenian Genocide as historical fact and to work toward equitable Armenian-Turkish relations based on Turkey's full acknowledgment of the genocide.

Calls upon the Republic of Turkey to acknowledge the facts of the Armenian Genocide and work toward a just resolution.

Commends California educators who teach about human rights and genocide, and deplores persistent efforts to deny the historical fact of the Armenian Genocide.

Directs the Secretary of the Senate to transmit copies to the President, Vice President, Congressional leaders, California's congressional delegation, the Governor, and the Turkish Ambassador to the United States.
