Calls on the President of the United States to use executive authority to find innovative ways to provide more water for agriculture in California.

Cites current drought conditions matching those of 1976-1977, with zero water allocated from Central Valley Project to agricultural users and only 5 percent from State Water Project.

Notes California agriculture produced $44.7 billion in agricultural products in 2012 across 80,500 farms and ranches.

Warns that without additional water, drought could result in 800,000 acres of agricultural land being fallowed or having trees removed, causing $7.48 billion in economic losses and tens of thousands of farmworker job losses.

Directs the Secretary of the Senate to transmit the resolution to the President, Vice President, Congressional leadership, and all California representatives in Congress.
