Calls for adoption of immigration policies ensuring unaccompanied minors receive child welfare services, legal assistance, and access to immigration protection.

Requests that a "best interest of the child" standard be applied in all immigration proceedings involving unaccompanied minors.

Urges placement of all unaccompanied minors in custody of the U.S. Department of Health and Human Services for screening and protection.

Notes approximately 52,000 unaccompanied minors were apprehended in fiscal year 2014 with expectations of 90,000 by September, with 76 percent from Honduras, El Salvador, and Guatemala.
