Adds Rule 56 to the California State Senate Standing Rules, effective August 1, 2014, establishing contribution restriction periods for Senate Members.

Prohibits Senate Members from soliciting or accepting contributions from lobbyist employers during the budget revision period (from Director of Finance's revised estimate through Budget Bill enactment) and during the final 30 days before legislative recess in odd-numbered years.

Extends the contribution restriction to August 1-31 annually in even-numbered years to prevent fundraising distractions during critical legislative periods.

Authorizes the Senate to impose disciplinary action against Members who violate the contribution restrictions, including reprimand, censure, suspension, or expulsion.

Defines "contribution" and "lobbyist employer" according to the Political Reform Act of 1974 (Government Code Title 9).
