Postpones the repeal of market development payment authority from January 1, 2017 to January 1, 2018, allowing the Department of Resources Recycling and Recovery to continue making payments for plastic beverage container recycling and processing.

Authorizes annual expenditure of up to $10,000,000 for market development payments to certified recycling entities and product manufacturers for empty plastic beverage containers processed or used in manufacturing within California, with payments capped at $150 per ton.

Allows market development payments to both a certified entity and product manufacturer for the same empty plastic beverage container when containers are washed, processed into flake or pellet form, and used in-state.

Permits the department to expend additional funds for market development payments calculated from cost savings in plastic beverage container processing fees, up to 50 percent of any annual decrease in estimated processing payment needs.

Establishes that all provisions related to plastic beverage container market development payments expire and are repealed on January 1, 2018, unless a later-enacted statute extends the date.
