Requires the State Energy Resources Conservation and Development Commission to approve and publicly release a version of the public domain energy estimation computer program at least 6 months before new or updated building efficiency standards take effect.

Mandates the commission perform preliminary tests of the computer program using common residential and nonresidential building examples to ensure usability and make test results publicly available before approval.

For existing single-family and multifamily dwellings with up to four units, requires the commission to ensure energy assessment tools are routinely adjusted for improved accuracy and that consumers receive notices explaining the assumptions and limitations of the assessment tools.
