Establishes the Learning Communities for School Success Program to administer grants from the Safe Neighborhoods and Schools Fund (created by Proposition 47) to local educational agencies for reducing truancy and supporting at-risk pupils and crime victims.

Grants must be used for evidence-based, nonpunitive programs including community schools, attendance improvement, restorative practices, social-emotional learning, and staff focused on chronic absenteeism; grants cannot fund law enforcement activities.

Prioritizes grant awards to local educational agencies with high chronic absenteeism/suspension/dropout rates, high crime communities, or significant foster youth enrollment; requires 20% local matching funds.

Requires the Department of Education to provide training and technical assistance through regional workshops and contracted providers, with administrative costs capped at 5% of annual funding.

Mandates interim evaluation report to Legislature by January 31, 2019, and final evaluation by January 31, 2020; becomes operative only if Senate Bill 527 is chaptered and operational by January 1, 2017.
