AB 1018 Summary

• Creates a joint task force between the State Department of Health Care Services and State Department of Education to examine delivery of mental health services to children eligible for EPSDT and federal Individuals with Disabilities Education Act services.

• Task force must consider technical assistance sufficiency, current funding arrangements, best practice guidelines for coordination between special education and mental health plans, and dispute resolution procedures for dually eligible children.

• Requires task force to hold at least two public meetings by October 1, 2016, and submit a report to the Legislature by January 1, 2017, with key findings and recommendations.

• Section 14727 of the Welfare and Institutions Code is repealed on January 1, 2021, per the Sunset Review Process.
