Establishes a three-year pilot program (until January 1, 2020) in two schools each within five school districts to integrate mental health, special education, and school climate interventions using a multitiered framework.

Requires selected schools to have at least 60% of students eligible for free or reduced-price meals and to demonstrate access to funding through a combination of school and mental health funds to serve Medi-Cal eligible students.

Provides startup and evaluation funding of $250,000 (year one), $200,000 (year two), and $150,000 (year three) to each participating school.

Requires schools to implement eight key components including partnerships with county mental health agencies, school climate assessments, coordination of services teams, whole-school strategies, targeted interventions, intensive services, and parent engagement practices.

Establishes a steering committee to develop grant award criteria and comprehensive evaluation plan, and requires the Mental Health Services Oversight and Accountability Commission to revise guidelines for prevention and early intervention programs in K-12 schools.
