Establishes a voluntary certification program for charitable entities providing supportive services to veterans, administered by the Department of Veterans Affairs.

Requires certified providers to offer at least two of the following: housing assistance, health services, mental health services, small business assistance, employment services, or job training services to veterans and their families.

Requires certified providers to be 501(c)(3) or 501(c)(19) nonprofit organizations that demonstrate cultural competency, fiscal capacity, and current compliance with state filing requirements and charitable standards.

Department must maintain a public website listing all certified California veteran service providers and the types of services they offer, with certifications valid for three years.

Department must adopt certification rules and procedures by July 1, 2017, and may charge applicants a fee not to exceed $750 to cover certification costs; beginning January 1, 2018, the department shall begin processing applications.
