Amends Section 39712 of the Health and Safety Code to revise how the Greenhouse Gas Reduction Fund prioritizes projects involving workforce hiring and training.

Requires priority be given to projects that support targeted training and hiring of workers from disadvantaged communities for career-track jobs, rather than requiring partnerships with specific training entities with proven track records.

Establishes that moneys from carbon allowance auctions must be used to reduce greenhouse gas emissions while maximizing economic, environmental, and public health benefits to California.

Authorizes fund allocations for greenhouse gas reduction investments including energy efficiency, clean energy, transportation, water conservation, waste diversion, sustainable infrastructure, and innovative technology research.

Directs investments toward disadvantaged communities and households while fostering job creation through in-state greenhouse gas emissions reduction projects carried out by California workers and businesses.
