Amends Section 23356.2 of the Business and Professions Code to authorize nonprofit organizations to auction donated homemade beer or wine at fundraising events without requiring a license if the donated product has a value of less than a specified dollar amount.

Allows individuals over 21 years old to manufacture beer or wine for personal or family use without a license, up to 100 gallons per year for single-adult households or 200 gallons per year for households with two or more adults.

Permits homemade beer or wine to be removed from the production premises for competitions, personal use, or donation to nonprofit organizations for sale at fundraising events.

Requires homemade beer or wine sold at nonprofit fundraising events to be labeled as homemade and not available for off-premises consumption, and prohibits nonprofits established to promote home brewing from selling such beverages.

Repeals the former Section 24045.2 provisions regarding special temporary retail licenses for public television stations and nonprofit broadcasters.
